Whitman warned about Bush's credibility

In a private memo to President Bush, Environmental Protection Agency Chief Christie Whitman warned him that the administration had credibility issues on global warming and the international community had low expectations of his Cabinet.

The Washington Post today publishes Whitman's memo, which she wrote after she returned from the G-8 meeting in Italy, during which global warming and the Kyoto Protocol were discussed. The Kyoto Protocal calls for industrial countries to reduce carbon dioxide emissions, which are believed to contribute to global warming, but Bush does not support it.

A week after Whitman's memo, Bush reneged on his campaign promise to lower carbon dioxide emissions by power plants in the United States.
