The state of Montana unveiled its water compact with the Crow Tribe at a meeting on Thursday. Although prior meetings have been heavily attended by tribal members, the presentation was sparsely attended. Notably absent was newly elected Chair Clifford Birdinground, who had earlier criticized the plan.

The plan must be approved by the tribe and Congress before it goes into effect. The compact is only binding on the state, not the tribe or the federal government.
