WEDNESDAY, AUGUST 1, 2001

President Bush is urging the House to pass a 500-page energy bill but the provisions don't implement many of the conservation proposals set forth in his national energy policy.

The bill contains tax cuts for increased energy production, including a controversial proposal to open the Arctic National Wildlife Refuge to oil and gas drilling. It does mandate an increase in fuel efficiency standards but doesn't mention specifics.
