Montana Governor Judy Martz (R) is slightly miffed with Secretary of Interior Gale Norton.

In March, Norton sent out scores of letters to state, local and tribal officials asking for input on on the monuments declared in the last two years of the Clinton administration. Among the questions posed were potential boundary changes.

So Martz had a task force consider the issue and they recommended reducing the size of the Upper Missouri River Breaks National Monument. But now it turns out Norton doesn't have the authority to make boundary changes.

Of the situation, Martz recalled to The Billings Gazette: "If this is the case, if [Norton] has no mind to change, why has she asked for us to go through this process?"
