Ever since a federal court agreed with Athabaskan elder Katie John and said the Department of Interior should take over waterways in Alaska, the state has seen an exodus of natural resource managers.

Many have gone to work for the Interior and other federal agencies. The pay is better and that's where the work is.

But that could change if Alaska amends its constitution to recognize a Native or rural subsistence priority. A panel convened by Gov. Tony Knowles is working on an amendment, although it has run into snags apparently over sport hunting and urban hunting.
