The House Resources Committee on Wednesday reported favorably on a bill to require more public consultation before a national monument is declared.

The bill was written in reaction to the national monument designations made by President Bill Clinton in his final two years in office. Republicans in the West accused him of making a "land grab."

Also reported favorably by the committee was a bill to clarify how land belonging to citizens of the Five Civilized Nations of Oklahoma is handled. Currently, allotted lands are treated in state court and the bill would transfer the authority to the federal system.
