Utility plan assailed

Members of a House panel on Wednesday criticized a utility's plan to build a power line through land owned by a California tribe.

San Diego Gas & Electric is moving to condemn part of an historic ranch that the Pechanga Band of Luiseno Indians owns. The tribe considers the land an important part of its cultural heritage and wants it taken into trust.

The Bureau of Indian Affairs said it would do just that. A bill under consideration would prevent the utility from starting condemnation processes before a final decision on the trust status is made.
