Bush moves toward first monument

President Bush may soon declare his first national monument.

Bush wrote Secretary of Interior Gale Norton on Wednesday to start the formal consultation process for the San Rafael Swell in Utah. The 620,000-acre area contains historic Indian petroglyphs, unusual rock formations, canyons and not much water.

Although only Bush has the authority under the 1960 Antiquities Act to declare monuments, typical practice is for the Department of Interior to make a recommendation.
