White House drug czar to resign

Barry R. McCaffrey, head of the White House Office of National Drug Control Policy, announced on Monday that he will step down from his post in January 2000.

McCaffrey and his office have sometimes been controversial. Most recently, they launched a multi-million ad campaign aimed at curbing teen drug use, including a specialized Indian Country campaign.

The amount spend on the campaign has been questioned not just by tribal leaders, but also by the White House. The White House is witholding payments to Ogilvy & Mather, the advertising firm which has created ads for the government, based on allegations of overbilling.

The General Accounting Office is conducting a full financial audit of the contract with Ogilvy.
