River fund would aid SD tribes

South Dakota tribes seeking to guide preservation and development of the Missouri River would benefit from a proposed bill. During a public meeting held Wednesday, Mike Jandreau, chairman of the Lower Brule Sioux, said the legislation would allow tribes to restore their treaty rights. The bill, sponsored by Sen. Tom Daschle (D SD), would create a trust fund of $200 million and would also provide $12 million a year in interest that would protect historic and cultural sites. A 25-member board would oversee the board, with 9 members coming from South Dakota tribes and one from North Dakota. The rest would be appointed by South Dakota's governor. William Kindle, chairman of the Rosebud Sioux Tribe, wrote a statement opposing the governor's ability to appoint 15 members. Get the Story:
