The District of Columbia Circuit Court of Appeals on Tuesday upheld the dismissal of a lawsuit brought by foreign governments and labor health care plans against tobacco companies.

The nations of Guatemala, Nicaragua, and Ukraine wanted compensation for taking care of smokers. But the court said the countries and the health care funds couldn't show they were hurt by the companies.
