JUNE 22, 2001 President Bush on Thursday formally said he would vote a patients' rights bill being considered in the Senate "unless significant changes are made." Bush has expressed opposition to certain provisions of a bill introduced by Edward M. Kennedy (D-Mass.), John Edwards (D-N.C.) and John McCain (R-Ariz.). Among them is the ability of consumers to sue health care providers. Bush's threat bolstered the sponsors of another bill, one by Bill Frist (R-Tenn.), John Breaux (D-La.) and Jim Jeffords (I-Vt.).
