Health care promises unfulfilled

Promises the federal government made to provide health care for American Indians have fallen flat as budget woes and regulations prevent urban and reservation-area populations from receiving adequate services.

The Indian Health Service can send patients to non-IHS hospitals and clinics but rules limit the service area. Depending on the location, an enrolled tribal member may not receive any benefits.

Underfunding has historically been a problem. Some clinics and hospitals may turn away patients due to lack of resources.
