FRIDAY, OCTOBER 19, 2001 Pashtun tribal elders in southwest Afghanistan have issued a resolution calling on the Taliban to give up some of their powers or face military attacks. Growing increasingly tired of the movement that controls most of Afghanistan and that has harbored suspected terrorist Osama bin Laden, tribal elders and their forces are planning on the latter. About 40 percent of country is Pashtun. The Pashtun effort could work to establish a broad-based coalition government the Bush administration favors. In the north, a group of Uzbek and Tajik tribes known as the Northern Alliance have been battling the Taliban for years, and have used America's military strikes to capture more territory.
