NOVEMBER 22, 2000 The Peruvian Congress on Tuesday refused to accept Alberto Fujimori's resignation, sent by letter from Japan. Adding to the insult, they instead voted 62 to 9, with 9 abstentions, to oust him on the grounds of "moral incapacity." Valentín Paniagua, the President of the Congress, will assume the Presidency, not First Vice President Francisco Tudela. Congress accepted Tudela's resignation. Second Vice President, Ricardo Márquez, is also leaving. Fujimori remains in Japan. His daughter, the former First Lady, vacated the Presidential Palace on Tuesday.
