Mexican President Vicente Fox on Monday visited the mostly Indian state of Chiapas to promote rural development.

Fox said he wants farmers to take advantage of government programs to improve their economic situation. He said they shouldn't rely on handouts.

Chiapas is home to the Zapatista rebels who have fought to ensure rights for Indians. Fox wants to meet with the group but they have refused.
