The Japanese government on Wednesday said it will not turn over Alberto Fujimori back to his native country of Peru to face human rights charges.

Ex-President Fujimori is set to be charged with homicide and forced disappearance in connection with two massacres. But Japan and Peru have no extradition treaty so he is unlikely to return home.

Fujimori's parents were born in Japan and he has been granted citizenship there.
