Robert B. Porter, a professor of law at the University of Kansas, said the New York land claims cases might never end, unless state leaders take the initiative to resolve them.

At a lecture at Cornell University, Porter said the reluctance of leaders like Governor George Pataki, Senator Charles Schumer and Representative Sherwood Boehlert, to take a strong position on resolving them has prevented settlement. Pataki recently asked the Justice Department to stop supporting the Oneida Nation land claims case.

The Mohawk, Seneca, Cayuga, and Onondaga all have land claims pending. A Cayuga settlement for 64,000 acres is near resolution, but only through court litigation.

Porter said a previous Seneca Nation settlement occurred because of the leadership of Representative Amory Houghton.
