Former Winnebago treasurer now chairman

OCTOBER 5, 2000 On Wednesday, former Winnebago treasurer John Blackhawk was elected to the post of chairman, a job he also held. Blackhawk recently survived a recall effort for his temporary residence on the neighboring Omaha reservation. The tribe's constitution requires that all nine council members live on the reservation.
