FEBRUARY 21, 2001 Hoping to cure overcrowding and solve other problems, Española Mayor Richard Lucero on Tuesday suggested that the City Hall be turned into a new jail. The city had proposed to build a new jail on Santa Clara Pueblo land. The tribal council had agreed to the plan but backed out after complaints from tribal members. Get the Story:
