FEBRUARY 5, 2001 Sandra Day O'Connor, the conservative Supreme Court Justice who is speculated to have written last year's decision which effectively ended the Presidential dispute, may be retiring soon but her hiring practices might not indicate it. She has hired law clerks for the next two terms and is interviewing more for the 2003 session. Others still say she is ready to retire due to health problems and her desire to return to Arizona.
