Residents and officials of Seattle, Washington, on Tuesday celebrated the creation of their city, which wouldn't have been made possible without the Duwamish Tribe.

But while the city has recognized the tribe, the federal government has balked. Although a final determination to acknowledge the tribe was issued in January, the Bush administration revoked it in September.

The tribe and other parties can now submit comments on the proposed denial. It will become effective if the Bureau of Indian Affairs determines there is not sufficient evidence the Duwamish have existed as a tribe.
