New York Gov. George Pataki (R) won't agree to finalize any one of three casinos in the Catskills if there are pending land claims by a tribe.

Pataki previously said the two issues were not related. But he has apparently changed his mind now that the Oneida Nation of New York says it will settle its land claim.
