FRIDAY, APRIL 12, 2002

Special master Alan Balaran on Thursday released a report criticizing the Department of Interior's records management policies.

Balaran said the Office of Trust Records within the Office of the Special Trustee has failed to train employees in the proper handling of records belonging to Indian beneficiaries. The report was his second on the OTR in an investigation which has lasted more than a year.

The first report slammed OTR Director Ken Rossman. Special Trustee Tom Slonaker subsequently transferred Rossman to a high-level position in Washington, D.C.

Rossman was then sanctioned by U.S. District Judge Royce Lamberth for attacking Balaran's work.
