JANUARY 30, 2001 Saying he never promised approval of an off-reservation casino proposed by the Menominee Nation, outgoing Wisconsin Governor Tommy Thompson won't decide on the issue before he leaves office on Thursday. Lt. Gov. Scott McCallum, who has opposed expanded gaming in the state, will now decide whether or not to approve the casino. Thompson is resigning to become Secretary of Health and Human Services under President George W. Bush. The casino has to be approved by McCallum even if the Bureau of Indian Affairs supports it.
