APRIL 12, 2001 Although Governor Scott McCallum has said he opposes expansion of gaming in Wisconsin, the Bad River and St. Croix Ojibwe Tribes on Wednesday signed an agreement with the Beloit City Council to open a casino. City Council President Tom Ryan says the casino is not an expansion because one of the existing casinos the tribes operate will be shut down. The tribe has agreed to pay $145 million to offset tax revenue and to pay for municipal services on land taken into trust for the project. Rock County would get 30 percent of the money while Beloit would get the remainder but county officials haven't yet voted on the agreement. Get the Story:
