MAY 3, 2001 Oneida Nation representative Ray Halbritter said the New York tribe has signed an agreement with Mexico to open the first casino in the country. Halbritter said the agreement is not legally binding but that it establishes a working relationship between the two sovereigns. Gaming is not yet legal in Mexico but Congress is considering a bill to approve casinos. Halbritter said an agreement with the University of Acapulco to train casino workers and managers has also been reached. Tribal representatives were in Mexico last week, hammering out the deals.
