The chairman of the Arizona State Republican Party is also the lobbyist for a dog track who successfully sued Governor Jane Hull to stop negotiating new gaming compacts with tribes.

Bob Fannin is a partner of Steptoe & Johnson, a law and lobbying firm that also employs Kevin Gover, former Assistant Secretary for Indian Affairs under President Bill Clinton. Fannin says he won't guarantee he won't lobby state lawmakers on behalf of his client which could be a negative for tribes because the Legislature may ultimately resolve the gaming battle.
