The Tulalip Tribes of Washington hail their new city as a true exercise of self-determination but some don't see it that way.

While the tribes want to collect state tax from businesses located in the city of Quil Ceda Village, some lawmakers are balking. Tribal leaders need the support since they are asking State Legislature to cede collection of the 8.2 percent tax.

So far, there's a Wal Mart located on land leased by the tribe. A company spokesperson said the store is succeeding.

A Home Depot is set to open next month and there are plans for more businesses.
