The chairman of the Winnebago Tribe of Nebraska on Tuesday defended a lower age limit at the tribe's casino amid criticism from the state of Iowa.

To compete with Iowa riverboat casinos, the tribe has lowered its age limit from 21 to 18. The state claims the change has led to underage gambling at non-Indian facilities.

But John Blackhawk pointed out that neighboring facilities in South Dakota and Minnesota have a lower age limit as well but the state isn't blaming them.

The Iowa Racing and Gaming Commission might recommend the state negotiate a new compact with the tribe to address the age difference. Compact negotiations aren't set until the end of 2006.
