Calif. tribes take control of welfare

Tribes in California have started innovative welfare assistance programs designed to serve thousands of American Indian who often fall through the cracks of other systems.

Beyond programs run by tribes themselves, three consortiums are serving large urban populations. One run by the Torres-Martinez Band of Desert Cahuilla has expanded, receiving $32 million in federal and state dolalars to offer help members of federally recognized tribes who live in Los Angeles County.

Participants say Indian programs better suit their needs.
