A Minnesota legislative committee held a hearing on Wednesday to discuss establishing the first non-tribally owned casinos in the state.

Tribal leaders and advocates, however, are questioning the deal. State Rep. Tony Kielkucki, a Republican from Lester Prairie, is sponsoring a bill that would allow investors to open two casinos in Minneapolis by paying $450 million up front and 10 percent of casino gross revenues.

The money would then be used to construct sports stadiums for the Twins and the Vikings.
