Changes in federal contracting sought

A federal panel on Tuesday recommended changes in how federal contracts are awarded.

The Commercial Activities Panel voted 8-4 to change the criteria to a "best value" approach, including such factors as technical expertise, past performance and innovativeness. This would replace the typical practice of awarding based on a low-cost bid.
