Secretary of Interior nominee Gale Norton once suggested property owners have a "right to pollute" at a 1989 symposium and the comments have her opponents worried.

Like the 1996 speech which other environmental groups have raised questions about, Norton's remarks came before the Independence Institute, a conservative Colorado thinktank. But Norton supporters say her comments have been taken out of context.
