At the winter meeting of the National Governors' Association in Washingotn, DC, on Monday, President George W. Bush advanced his administration's goal of strengthening states' rights.

The White House on Monday issued a memorandum establishing the Interagency Working Group on Federalism. It will be composed of 13 of 16 members of Cabinet and Bush said they will work to create an executive order within six months respecting "the rights of our states and territories."

Former President Bill Clinton issued his own executive order of federalism in 1998. It was a companion to the tribal consultation executive order issued the same day in 1998 and re-affirmed last November.
