MARCH 12, 2001 Responding to opposition to President Bush's plan to open federal funding to religious groups, the White House Office of Faith-Based and Community Initiatives will delay implementation of the program. Bush has directed five federal agencies to eliminate "obstacles" that may have limited funding to religious groups. A number of civil liberties and religious leaders from various sectors of society have voiced opposition to this directive, saying it will dilute religion and would end up funding discriminatory groups.
