Secretary of Interior Gale Norton on Saturday said the proposed cuts in her budget are monetary, not human ones.

But Public Employees for Environmental Responsibility, an employee group, says 2,000 or more Interior employees in Colorado might be laid off as a result of the 4 percent budget cut.
