Bush criticized for air decision

President Bush on Wednesday defended his decision to break a campaign promise because the nation is facing an energy crisis.

Bush last fall promised to enforce carbon dioxide emission standards. But as soon as Environmental Protection Agency Administration Christie Whitman began saying she would uphold the pledge as part of the Clean Air Act and the administration's concern with global warming, some Republicans got upset.

Bsh then changed his mind and said carbon dioxide emissions shouldn't have been part of the pledge he made. Democrats, environmentalists, and some Republicans have criticized or questioned the decision.
