Justices defend election intervention

In a hearing before a House Appropriations Subcommittee on Thursday, Justices Anthony M. Kennedy and Clarence Thomas defended the Supreme Court's controversial intervention in last year's Presidential election.

The hearing's focus was funding for a five-year, $100 million renovation of the Supreme Court building. But Rep. Jose E. Serrano (D-N.Y.) told them their intervention disheartened his African-American and Hispanic constituents and wanted an explanation.

Kennedy and Thomas said the Court's actions were difficult, but necessary.
