APRIL 6, 2001 In an attempt to reduce redundancy, Housing and Urban Development Secretary Mel R. Martinez on Thursday said he's considering moving his agency's homeless program to the Department of Health and Human Service. The program deals with homeless Americans who are mentally ill and addicted to drugs. According to Martinez, the program has spent $10 billion over the past decade.
