End to Vieques bombing defended

At a hearing before the House Armed Services Committee, Navy Secretary Gordon R. England defended the Bush administration's decision to stop the bombing of the Puerto Rican island of Vieques amid criticism the nation's security will be put at risk.

Republicans and Democrats both questioned Bush's June 15 decision to cancel a referendum on the issue. England said the scheduled November 6 vote would have failed.
