The Bush administration on Wednesday backed out of a draft agreement banning biological weapons, saying it would threaten national security and hinder business practices.

The move drew criticism from the international community, which has been negotiating the agreement for several years. Other countries said the protocol may not be perfect but they wanted to support it.

The State Department says it is not withdrawing from negotiations on the issue, only that it was opposed to some of its provisions. The Clinton administration had raised similar objections.
