Norton still leery of litigation

During her first several months on the job, Secretary of Interior Gale Norton has moved to rescind or scale back a number of Clinton-era initiatives in response to lawsuits or complaints by states and industry groups.

Among the programs hit are a ban on snowmobiles in national parks, a plan to reintroduce grizzly bears in Idaho and western Montana, and land-into-trust regulations favored by tribal leaders. She also is letting farmers in Oregon have water that was promised for endangered runs of fish.

While she was Attorney General of Colorado, she supported the controversial Animas-LaPlata dam project because she believed it would prevent litigation from Ute tribes in the state.
