John J. DiIulio on Friday said he is leaving as head of the White House Office of Faith-based and Community Initiatives as soon as a transition team can be put in place.

DiIulio's departure was expected, said the Bush administration. The University of Pennsylvania professor had been brought on board only to jump-start President Bush's plan to increase federal aid to religious groups.

The plan has since come under attack by a number of groups who say it blurs the line between church and state and will allow religious groups to discriminate against those who do not share their views. Bush had hoped to have it passed by Congress before DiIulio left.
