MONDAY, SEPTEMBER 24, 2001 As the nation battles terrorists around the world, a number of issues that were defining the presidency of George W. Bush as a constant battle with Congress will now fall to the background. With the exception of an education reform bill and a patients' bill of rights, and probably energy policy, gone from the agenda will be campaign finance, budget-surplies debates and possibly a broad faith-based initiative.
