A proposal to create a majority-Indian district encompassing three Montana reservations was questioned at a public hearing on Wednesday.

Attendees favored a redistricting plan which includes one grouping the Rocky Boy’s, Fort Belknap and Fort Peck reservations. But members of the Montana Districting and Apportionment Commission and others questioned if the plan would be useful and was overly biased towards Indians.
