President Bush's $2.13 trillion fiscal year 2003 budget includes a "management" initiative designed to rate the performance of federal departments and agencies.

With the exception of the National Science Foundation, every agency got "red" and "yellow" lights, meaning stop and slow down, of course. The Department of Interior got red lights on all four measurements: human capital, competitive sourcing, financial management, e-government, budget/performance integration.

The scorecard isn't linked to funding, yet. But the budget documents for the Interior note that an effective program "gets rewarded" while an ineffective one sees a "reduction in funds."
