EDS report on trust reform being finalized

EDS Corporation, a consulting firm Secretary of Interior Gale Norton hired to assess trust reform, is due to present a final version of its report to officials on Thursday.

The product is not expected to differ greatly from a draft given to tribal leaders last month. The final report will incorporate comments received on the draft.

The report will also present a roadmap to implementing the recommendations proposed by EDS. The roadmap is a timeline of when tasks might be done.

In the draft, there were hundreds of recommendations presented on every aspect of reform.

EDS was hired in the summer of 2001, initially to look at the Trust Asset and Accounting Management System (TAAMS), a $40 million computer system designed to bring the trust into the 21st century, and data cleanup, an inter-related project. A report on the two projects was presented in November.

Norton eventually enlisted EDS to provide a full report on all the projects defined by the High Level Implementation Plan (HLIP), the government's blueprint to trust reform. in total, EDS was paid nearly $3 million for the effort.
