The Oklahoma District Attorney has decided not to file charges against former Carnegie police officer Russell Williams. Williams resigned from the force amid allegations of racial prejudice over the fatal shooting of a Kiowa/Apache woman, Carmen Ybarra. Kiowa Chairman Earl Yeahquo objected to the findings of the Oklahoma State Bureau of Investigation, saying deadly force should not have been necessary.
