"Rep. Simmons is under pressure from many local officials and residents because he has not followed through on a campaign promise to call for a congressional investigation into the legality of the Settlement Act.

Adding to this pressure is the fact that Jeff Benedict, a Democratic candidate for Rep. Simmons' 2nd District seat in 2002 and the author of “Without Reservation,” is vigorously calling for congressional action to scrutinize the Settlement Act that he feels will lead to decertification of the Mashantuckets. . ."
